. Is the parent or guardian homeschooling the child in Alberta required to be a licensed teacher in order to homeschool? Any advice would be welcome.

Yes, you may teach him in Whitecourt. You don't have to be licensed to teach either. It is authorized. You just need to comply with the legal requirements to homeschool your children in Cochrane Alberta.
