What are the requirements to homeschool primary school students?

How are you all?homeschool-placer I'm a bit new to online homeschooling but I think that online homeschooling is the way to continue learning. Can primary school students be home-schooled in Tulare County, California? If we can get some reviews on the program too I would be very thankful. I would appreciate it if anyone with home-school experience can give some advice.
