Can high school students in Laredo, Texas be homeschooled?

Our son has been doing badly with several subjects and my son's school has been of no help at all. The plan is to homeschool him online from now on. Can high school students in Laredo, Texas be homeschooled? What do you think about the program? I'd be grateful for any advice or recommendations.
